    Chile to become the second OECD member in Latin America

    December 21, 2009

    OECD invited Chile to become its second member in Latin America after Mexico. Chile will formally accept this invitation when an Accession Agreement is signed on January 11, 2010 in Santiago, Chile.

    In another related topic, OECD appointed Martine Durand as the new Chief Statistician. Ms. Durand will lead the OECD's work in developing statistics and indicators to promote evidence-based decision-making. She joined the OECD in 1983 and has been Deputy-Director of the Directorate for Employment, Labour and Social Affairs since 2002.

    Meeting without travelling: ICTs for climate change

    On the occasion of the 61st anniversary of the Universal Declaration of Human Rights, the Civil Society Information Society Advisory Council calls for the protection of Human Rights on the Internet. As stated in the Civil Society Seoul Declaration, the policy goals for the Future Internet Economy should be considered within the broader framework of protection of human rights, the promotion of democratic institutions, access to information, and the provision of affordable and non-discriminatory access to advanced communication networks and services.

    Travel Funding Management: EDRI appointment

    December 10, 2009

    CSISAC Steering Committee Members agreed that the European Digital Rights (EDRI) host the travel fund received from the Open Society Institute for CSISAC members to attend OECD meetings.

    EDRI is a CSISAC founding member, elected to CSISAC Steering Committee as a result of its 2009 election process. A procedure will be set out to allocate the travel funds so as to ensure that civil society participation is expert, effective, transparent, fair, and balanced in terms of interests and regions represented. It was further specified that the CSISAC Steering Committee will choose one well-established organizational member of the CSISAC Steering Committee to house the travel funding, in order to reduce losses with currency exchanges and overall management costs.


    Information Economy, Communication Infrastructures and Service Policy

    On December 14-17, the OECD Committee for Information, Computer and Communications Policy will host its Annual Working Party meetings on Information Economy (WPIE) and Communication Infrastructures and Services Policy (WPCISP).

    The WPIE undertakes analysis of the digital delivery of content. Specifically, "OECD work includes stocktaking studies in the following areas: scientific publishing, music, on-line computer games, mobile content, user-created content, digital content and the evolution of the film and video industries and public sector information and content."     CSISAC Steering Committee Announcement - New SC Members

    December 7, 2009

    The Steering Committee members of the Civil Society Information Society Advisory Council met in Madrid and online to discuss the appointment of the remaining Steering Committee members. After an in-depth discussion, the members agreed that in addition to appointing an 8th Steering Committee member, a 9th appointment was warranted to acknowledge EPIC's efforts to have Civil Society participation formally recognized at the OECD ICCP.

    The Steering Committee members are pleased to announce the appointment of Rashmi RANGNATH from Public Knowledge as the 8th Steering Committee member. Rashmi and Public Knowledge were active participants during the Internet Intermediaries and Network Neutrality discussion. Although Rashmi is based in the US, she is from India and can bring the developing countries perspective to the work of CSISAC.

    The Steering Committee members are also pleased to announce the appointment of Marc ROTENBERG, EPIC Executive Director as the 9th member. This is a special recognition for EPIC's role since the OECD 1998 Ministerial Conference in Ottawa to have Civil Society formally recognized as an OECD advisory committees. Moreover, this is also to acknowledge that EPIC didn't run for Steering Committee elections, due to its role as facilitating the first CSISAC Steering Committee Elections. This recognition is unique and will be granted for the first term only.

    CSISAC comments on Cloud Computing

    OECD - ICCP Committee meets in Paris

    The Committee for Information, Computer and Communications Policy of the Organisation for Economic Co-operation and Development (OECD) will host a series of meeting from October 12-16, 2009 in Paris, France.

    The 27th Meeting of the Working Party on Information Security and Privacy (WPISP) will be held in October 12-13. From Emerging Privacy issues to portability, competition, and innovation, the ICCP Technology Foresight Forum on Cloud Computing will be held on October 15. A briefing Paper on Cloud Computing and Public Policy prepared for the Forum has been released.

    The 58th session of the Committee for Information, Computer and Communications Policy will be held at the OECD Headquarters in October 15-16, 2009.

    The Civil Society Information Society Advisory Council will be represented by Gus Hosein from Privacy International, Gwen Hinze, International Policy Director Electronic Frontier Foundation (EFF), and member of CSISAC Steering Committee, and Katitza Rodriguez, CSISAC Liaison, and International Privacy Director Electronic Privacy Information Center (EPIC).

    Civil Society participants at the OECD Ministerial Meeting on the Future on the Internet affirmed "that the policy goals for the Future of the Internet should be considered within the broader framework of protection of human rights, the promotion of democratic institutions, and the provision of affordable and non-discriminatory access to advanced communication infrastructures and services. Economic growth should be for the many and not the few. The Internet should be available to all."

    CSISAC Steering Committee Nomination Process

    To vote in the CSISAC Steering Committee Election, you must be a CSISAC member as of January 2009. All civil society participants that signed the Civil Society Seoul Declaration are considered founding members of the CSISAC. The list of organizations and of individuals who signed the Declaration has been public since June 2008 (Seoul conference).

    Nomination Process: The nomination process was open by July 31. Deadline for submitting nominations: Monday August 31, 2009, 14:00 GMT. The Liaison will then send the list of nominees to NIC .br by Wednesday September 2, 2009, 14: 00 GMT together with the voter list.

    To run for an elected position on the CSISAC Steering Committee you must be a CSISAC member as of January 2009. Individuals or organizations interested in running might self nominate or CSISAC members can nominate another CSISAC member.

    2009 CSISAC Steering Committee Elections Announcement

    Civil Society Information Society Advisory Council (CSISAC) is the voice of civil society at the OECD Committee for Information, Computer and Communications Policy (ICCP)

    CSISAC's mission is to contribute constructively to the policy work of the and to promote the exchange of information between the OECD and the civil society participants most active in the information technology field. Information from the OECD will provide civil society participants with a stronger empirical basis to make policy assessments; inputs into research and policy development from civil society will provide the OECD with the essential perspective of stakeholders "at the receiving end" of policy. Strengthening the relationship between civil society and the OECD will lead to better-informed and more widely accepted policy frameworks.

    The CSISAC Steering Committee will represent the CSISAC Membership in the work of the OECD-ICCP. Members of the Steering Committee will have access to all OECD draft documents made available for OECD committee members with the understanding that OECD rules regarding disclosure must be respected. The Steering Committee will also be responsible for assembling ad-hoc working groups who can review OECD policy issues.

    The CSISAC Steering Committee will be composed of 8 members, selected either as individuals or as organizations' representatives, and who will serve two-year terms, according to the CSISAC Structure.

    The election will be carried out from September 15, 2009 14:00 GMT until September 29, 2009 at 14:00 GMT.     ICT for Development

    On September 10-11, 2009 the Organisation for Economic Co-operation and Development (OECD) and the Information for Development Program (infoDev) / World Bank are organizing a joint workshop on ICT for Development.

    According to OECD's website: "Information communication technologies (ICTs)s are crucial to reducing poverty, improving access to health and education services and creating new sources of income and employment for the poor." (...) "But there are substantial discrepancies in access to ICTs between countries, particularly at the North-South level, but also within countries, depending on key factors such as gender, rural coverage, skills and educational levels."

    This workshop aims to share best practices in:

    * Access to ICTs and the Internet
    * Broadband policy and development
    * Access to ICT payment and remittance services
    * Cross border co-operation and security
    * ICTs and the environment
    * ICTs for education

    New OECD book on Piracy of Digital Content

    The OECD has released a new book "Piracy of Digital Content", that examines the "infringement of copyrighted content (such as music, films, software, broadcasting, books, etc.) where the end product does not involve the use of hard media, such as CDs and DVDs."

    CSISAC´s Submission on Internet Intermediaries (Updated)

    CSISAC logo The Expert Group on Internet Intermediaries of the Civil Society Information Society Advisory Council (CSISAC) released a paper with recommendations to the OECD for its work in this area.

    As CSISAC stated in the Civil Society Seoul Declaration, OECD Member countries should "maintain a balanced framework for intellectual property protection that is least intrusive to personal privacy, least restrictive for the development of new technologies, and that promotes creativity, innovation, and learning." The document highlight civil society concerns in what we see as the three main areas of focus of the ICCP report - (1) The Scope of the Report - Categorizing Internet Intermediaries; (2) Social and Economic Benefits provided by Internet Intermediaries; and (3) Co-operative Mechanisms including Legal Approaches to Intermediary Liability.

    The Expert Group on Internet Intermediaries is led by the Electronic Frontier Foundation

    CSISAC's Paper on Internet Intermediaries has been translated into Spanish by Phol Paucar.

    CSISAC Report: OECD Event on Sensor-based Networks

    "Using Sensor-based Networks to Address Global Issues: Policy Opportunities and Challenges" was the title of an experts conference that the OECD organized on June 8-9, 2009, which was hosted by Portugal and took place in Lisbon.

    The goal of the Conference was to help policy makers:

    • Understand Sensor-Based Networks and their potential contribution to economic and social welfare,
    • Identify how to further stimulate innovation in this area and foster the development of these technologies where they are needed the most and are the most promising.


    Andreas Krisch, President of European Digital Rights (EDRI), member of CSISAC attended the meeting, and wrote the following report about the meeting.

    OECD Recommendation on Openness Access in Public Sector Information

    At its 1172nd session on April 30, 2008, the OECD Council adopted the Recommendation for enhanced access and more effective use of public sector information. The Recommendation was developed by the OECD Committee for Information, Computer and Communication Policy (ICCP Committee), and particularly by its Working Party on the Information Economy.

    The Recommendation set out 6 principles which provide a general framework for the wider and more effective use of public sector information and content and the generation of new uses from it. The principles are

    1. Openness;
    2. Access and transparent conditions for re-use;
    3. Asset lists;
    4. Quality;
    5. Integrity; and
    6. New technologies and long-term preservation.

    The OECD Council instructs the OECD Committee for Information, Computer and Communications Policy to promote the implementation of this Recommendation and review it every three years to foster enhanced access and more effective use of public sector information.

    New OECD Book on Promoting Consumer Education: Trends, Policies and Good Practices

    OECD, APEC, US FTC Conference: Securing Personal Data in the Global Economy

    On March 16-17, 2009, the US Federal Trade Commission (US FTC), in conjunction with the OECD and APEC, hosted a conference on "Securing Personal Data in the Global Economy." The conference addressed how companies can manage personal data-security issues in a global information environment where data can be stored and accessed from multiple jurisdictions.

    Marc Rotenberg, Executive Director of the Electronic Privacy Information Center (EPIC) spoke at panel 5 : "Data Flows and Cross-Border Conflicts".

    OECD Council´s Decision Adds Civil Society in the OECD-ICCP´s Terms of Reference

    OECD logo During the 1187th OECD Council Session held on January 15, 2009, the Council extended the Terms of Reference of the Committee for Information, Computer and Communications Policy (OECD-ICCP) regarding the participation of non-governmental stakeholders.

    The decision adds Civil Society and the Internet Technical Community to the list of key non-governmental stakeholders in the ICCP's terms of reference, joining business and trade-unions.

    The Resolution which is availalbe at OECD´s website stated:

    "In the conduct of its work, the Committee will also, as appropriate, draw on the views and expertise of non-Members, international organizations and non-governmental stakeholders, and work with business, trade unions, civil society, and the Internet technical community within a framework of co-operation that promotes mutual understanding and participation".

    The Resolution also added:

    "The mandate of the Committee for Information, Computer and Communications Policy shall remain in force until 31 December 2013, unless the Council decides otherwise".

    ICTs, the Environment and Climate Change (updated 06/03/2009)

    On 27-28 May 2009 the Danish Ministry of Science, Technology and Innovation hold an OECD Conference on how Information and Communication Technologies (ICTs) can improve environmental performance and mitigate climate change in all sectors of the economy. The outcomes will be particularly relevant in the context of the United Nations Climate Change Conference to be held on 7-18 December 2009 in Copenhagen, Denmark (COP15).

    This high-level conference follows up on an OECD workshop in Copenhagen in May 2008 and the OECD Ministerial Meeting on the Internet Economy in Seoul in June 2008.

    The conference gather civil society groups like Consumer Focus UK, Consumers International, Greenpeace, Conservation International, Global Connectivity, International Institute for Sustainable Development (Canada), and Association for Progressive Communications .     CSISAC Report: CSISAC Proposal at OECD-ICCP

    CSISAC logo This is a report on the OECD's consideration of the CSISAC proposal at the ICCP (Committee for Information, Computer and Communications Policy) meeting that took place in December 2008 in Paris.

    By way of background, at the conclusion of the OECD Ministerial conference in Seoul this summer, the Secretary General recommended that the OECD "begin the process of formalizing the participation of civil society and the technical community in the work of the OECD on the Internet economy." This proposal followed many years of effort by civil society organizations at the OECD and the specific recommendation of the civil society groups that participated in the 1998 Ministerial in Ottawa as well as the groups that supported the 2008 Civil Society Declaration in Seoul.

    CSISAC logoA diverse group of civil society organizations and individuals from the Public Voice Coalition worked on a joint Civil Society Declaration to the OECD 2008 Ministerial Meeting on the Future of the Internet Economy, which took place in Seoul in June 2008.

    This document raises a number of issues of major importance to the civil society community and makes a number of recommendations to move towards the future of the Internet that meets the essential needs of all the world's citizens. The declaration has been signed by (so far) 86 organizations and more than 99 individuals.

The event was organized by the The Public Voicecoalition, the Trade Union Advisory Committee (TUAC), and the OECD Civil Society Reference group, which includes the Association for Progressive Communications (APC), the Canadian Internet Policy and Public interest Clinic (CIPPIC), Consumers Korea (CK), the European Digital Rights Initiative (EDRI), the Electronic Privacy Information Center (EPIC), the Internet Governance Project (IGP), and the Trans Atlantic Consumer Dialogue (TACD).

This document was submitted to the Committee for Information, Computer and Communications Policy (ICCP) for approval at its meeting on December 11-12, 2008.
